The members of the Russian National Paralympic Team, athletes with physical disabilities participated in the event. There were 330 participants from six counties, among them 35 athletes with physical disabilities.

The President of the Russian Paralympic Committee Vladimir Lukin, the Chairman of the Executive Committee, first Vice President of the Russian Paralympic Committee and Chief de Mission of the Russian National Team at XI Winter Paralympic Game in Sochi Pavel Rozkhov met with Vasily Kiknadze the Director General of autonomous non-profit organization “ Sports Broadcasting” and Director General of RBK-TV News Alexander Lubimov to discuss broadcasting of the Russian National Paralympic Team during the XI Winter Paralympic Games in Sochi.

On the March 26, 2013 the Chief de Mission of the Russian National Paralympic Team Pavel Rozkhov met with the head coach of the Russian National Sledge Hockey Paralympic Team Sergey Samoylov, and the Working Group responsible preparation and participation of the Russian National Paralympic Team to discuss the team readiness for the forthcoming Games in Sochi 2014 as well as forthcoming Sledge Hockey World Championship in Korea.

March 21, 2013 was the final day of the World Cup in Nordic Skiing and Biathlon among athletes with with lesions of musculoskeletal system and visual impairments. The world Cup was one of many testing events in preparation for XI Sochi Paralympic Winter Games.

On March 20, 2013 Chief de Mission of the Russian National Paralympic Team at XI Winter Paralympic Games , First Vice President, Chairman of the Executive Committee Pavel Rozkhov, his deputies Vice President of the Russian Paralympic Committee, five-time Pralympic Champion Andrey Strokin, Natalia Sladkova Head of Preparation and Participation in XI Winter Paralympic Games Department and the Secretary General of the Russian Paralympic Committee, Paralympic Champion Mikhail Terentiev attended the Chief de Mission Seminar which was organized by the International Paralympic Committee in Sochi.

The European Championship in athletics for individuals with intellectual disabilities started on March 13, 2013 in Istanbul, Turkey. The Russian athletes won 1 gold medal, 3 silver and 1 bronze.
